The Ombudsman and Staff
Joanne MacDonnell – Ombudsman
Joanne joined the office as Deputy Ombudsman after serving nearly eight years as the Arizona Corporation Commission Director of Corporations. Joanne has Bachelor of Science degrees in Business Administration and Real Estate from the University of Arizona.
Lane Organ – Deputy Ombudsman
Lane joined the office as Deputy Ombudsman in July 2022 after serving almost seven years as the Ombudsman for the Arizona Department of Economic Security (DES).
Danee Garone – Senior Staff Attorney
Danee Garone is a staff attorney for the Ombudsman’s office and specializes in open meeting and public records law matters. He joined the Ombudsman’s office in 2014.
Shante Harvey – Legal Analyst
Prior to joining the OCA, Shante began her legal career as a civil litigation attorney in the private insurance sector. Shante has a Juris Doctor, with a concentration in Health Law, a Master of Science in Clinical Mental Health Counseling and a Bachelor of Science in Psychology.
Jennifer Olonan – Assistant Ombudsman
Jennifer has medical experience, and a degree in Health Science. She has completed training with the Child Welfare Training Institution and Department of Economic Security to obtain clearance for the Children’s Information Library & Data Source (CHILDS). Jennifer is proficient in American Sign Language.
Frank Rutledge – Senior Investigator
Frank Rutledge joined the Ombudsman team in June 2016 after working almost nine years with the Arizona Department of Economic Security (DES). Frank brings a wealth of knowledge including contracting, procurement, and DES services to the team.
John Wicus – Investigator and Writer Ombudsman
John Wicus joined the office in January of 2018. John has a Bachelor’s of Science in Politics / Global Studies and a minor in European History, and is proficient in American Sign Language.
Cynthia Patchen – Investigator Ombudsman and Education Specialist
Cynthia joined the office in October 2022 after serving almost 7 years with the Arizona State Legislature. Prior to working at the Legislature, she worked in both the private and public sectors. She earned a BS in Psychology, a BA in Public Affairs, and a Master of Public Affairs with a concentration in Justice Studies.
Yvonne Rothblum – Assistant Intake Ombudsman
Yvonne Rothblum joined the Ombudsman team in November 2016. Yvonne has worked both in the public and private sector. She worked in the Arizona Commerce Authority (previously known as the Arizona Department of Commerce) and the Arizona Department of Revenue.
Alicia Nugent – Assistant Ombudsman
Alicia joined the Ombudsman team in January of 2020. She received a Masters of Legal Studies with an emphasis in Criminal Law and Conflict Resolution. She received a Bachelor of Arts in Philosophy from Arizona State University and is certified as an investigator/inspector by the Council on Licensure, Enforcement and Regulation (CLEAR).
Brandon Rosas – Assistant Intake Ombudsman
Brandon Rosas joined the Ombudsman team in January of 2021. Brandon studied at ASU and received a Bachelor’s in Criminology and Criminal Justice with a certificate in Law and Human Behavior. Brandon is a Spanish speaker.
Connor Mueller – Assistant Intake Ombudsman
Connor Mueller joined the Ombudsman team in January of 2022. Connor has a Bachelor’s in Political Science from ASU.
